you’re thinking of institutionalized racism. Racism is simply the belief that one race is superior to another.

I don’t think racism is that simple, nor do I believe it is possible to disentangle the belief in racial superiority from institutional oppression. Even when an oppressed group frames itself in a narrative of racial superiority to a dominant group, it is still within the context of a racist system and is necessarily reacting to it.
